World of Warcraft: “Samophlange” mission.?

I have completed this quest but have forgotten who to return to to finish it. I thought it was Spluttervalve in Ratchet, but I have spoken to him all ready and it has not completed the mission. Who is it I’m supposed to speak to?

I know for a fact I’ve completed it because it says (complete) next to it in my quest log. I still have that instruction manual that comes with it. Do I need to do something with that?
